92_HB4086 LRB9214319JSpc 1 AN ACT concerning public utilities. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Public Utilities Act is amended by 5 changing Section 8-101 as follows: 6 (220 ILCS 5/8-101) (from Ch. 111 2/3, par. 8-101) 7 Sec. 8-101. Duties of public utilities; 8 nondiscrimination. 9 (a) A public utility shall furnish, provide, and 10 maintain such service instrumentalities, equipment, and 11 facilities as shall promote the safety, health, comfort, and 12 convenience of its patrons, employees, and public and as 13 shall be in all respects adequate, efficient, just, and 14 reasonable. 15 All rules and regulations made by a public utility 16 affecting or pertaining to its charges or service to the 17 public shall be just and reasonable. 18 A public utility shall, upon reasonable notice, furnish 19 to all persons who may apply therefor and be reasonably 20 entitled thereto, suitable facilities and service, without 21 discrimination and without delay. 22 Nothing in this Section shall be construed to prevent a 23 public utility from accepting payment electronically or by 24 the use of a customer-preferred financially accredited credit 25 or debit methodology. 26 (b) A public utility is not obligated to provide service 27 to any address for which service was discontinued or for 28 which amounts owing for service remain unpaid if the party 29 responsible for payment for service previously provided 30 resides at the address and the person who is applying for 31 service resided at the residence during the period service -2- LRB9214319JSpc 1 was provided but payment was not made. 2 (Source: P.A. 92-22, eff. 6-30-01.) 3 Section 99. Effective date. This Act takes effect upon 4 becoming law.
