92_HB3752 LRB9210098SMdvA 1 AN ACT concerning taxes. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Property Tax Code is amended by changing 5 Section 21-270 as follows: 6 (35 ILCS 200/21-270) 7 Sec. 21-270. Scavenger sale registration. No person, 8 except a unit of local government, shall be eligible to bid 9 or to receive a certificate of purchase who did not register 10 with the county collector at least 5 business days in advance 11 of the first day of the sale under Section 21-260. The 12 collector may charge, for each registration, a fee of not 13 more than $125$50in counties with less than 3,000,000 14 inhabitants and not more than $250$100in counties of 15 3,000,000 or more inhabitants. Registration shall be made 16 upon such forms and according to such regulations as the 17 county collector deems necessary in order to effect complete 18 and accurate disclosure of the identity of all persons 19 beneficially interested, directly or indirectly, in each sale 20 under Section 21-260. The information to be disclosed shall 21 include, but not be limited to, the name, address and 22 telephone number of the purchaser to whom the clerk and 23 collector will be requested to issue a certificate of 24 purchase; if the purchaser is a corporation, the place of 25 incorporation and the names and addresses of its shareholders 26 unless the corporation is publicly held; if the purchaser is 27 a partnership, the names and addresses of all general and 28 limited partners; if the purchaser is doing business under an 29 assumed business name, the county where such name is 30 registered and the names, addresses and telephone numbers of 31 all persons having an ownership interest in the business; and -2- LRB9210098SMdvA 1 the identity and location of any other tax delinquent 2 property owned by the bidder and purchaser. 3 Every application for certificate of purchase and form 4 for registration authorized and required by this Section and 5 Section 21-275 shall be executed under penalty of perjury as 6 though under oath or affirmation, but no acknowledgement is 7 required. 8 (Source: P.A. 86-949; 87-669; 88-455.) 9 Section 99. Effective date. This Act takes effect on 10 January 1, 2003.
