92_HB3712 LRB9211245DHgc 1 AN ACT in relation to vehicles. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The State Finance Act is amended by adding 5 Section 5.567 as follows: 6 (30 ILCS 105/5.567 new) 7 Sec. 5.567. The Rotary Club Fund. 8 Section 10. The Illinois Vehicle Code is amended by 9 adding Section 3-653 as follows: 10 (625 ILCS 5/3-653 new) 11 Sec. 3-653. Rotary Club plates. 12 (a) The Secretary, upon receipt of all applicable fees 13 and applications made in the form prescribed by the 14 Secretary, may issue special registration plates designated 15 as Rotary Club license plates. 16 The special plates issued under this Section shall be 17 affixed only to passenger vehicles of the first division or 18 motor vehicles of the second division weighing not more than 19 8,000 pounds. 20 Plates issued under this Section shall expire according 21 to the multi-year procedure established by Section 3-414.1 of 22 this Code. 23 (b) The design and color of the special plates shall be 24 wholly within the discretion of the Secretary. Appropriate 25 documentation, as determined by the Secretary, shall 26 accompany each application. 27 (c) An applicant for the special plate shall be charged 28 a $25 fee for original issuance in addition to the 29 appropriate registration fee. Of this fee, $10 shall be -2- LRB9211245DHgc 1 deposited into the Rotary Club Fund and $15 shall be 2 deposited into the Secretary of State Special License Plate 3 Fund, to be used by the Secretary to help defray the 4 administrative processing costs. 5 For each registration renewal period, a $25 fee, in 6 addition to the appropriate registration fee, shall be 7 charged. Of this fee, $23 shall be deposited into the Rotary 8 Club Fund and $2 shall be deposited into the Secretary of 9 State Special License Plate Fund. 10 (d) The Rotary Club Fund is created as a special fund in 11 the State treasury. All moneys in the Rotary Club Fund shall 12 be paid, subject to appropriation by the General Assembly and 13 approval by the Secretary, as grants for charitable purposes 14 sponsored by the Rotary Club.
