Amend House Bill 3485, by deleting 3 everything after the enacting clause and inserting in lieu 4 thereof the following: 5 "Section 5. The following sums, or so much thereof as 6 may be necessary, respectively, are appropriated to the 7 President of the Senate and the Speaker of the House of 8 Representatives for furnishing the items provided in Section 9 4 of the General Assembly Compensation Act to members of 10 their respective houses throughout the year in connection 11 with their legislative duties and responsibilities and not in 12 connection with any political campaign, as prescribed by law: 13 To the President of the Senate.................. $ 3,953,000 14 To the Speaker of the House of 15 Representatives............................... 6,726,000 16 Total $10,679,000 17 Section 10. Payments from the amounts appropriated in 18 Section 5 hereof shall be made only upon the delivery of a 19 voucher approved by the member to the State Comptroller. The 20 voucher shall also be approved by the President of the Senate 21 or the Speaker of the House of Representatives as the case 22 may be. -2- HDS92HB3485GPa333cm 1 Section 15. The following named sums, or so much thereof 2 as may be necessary, respectively, for the objects and 3 purposes hereinafter named, are appropriated to meet the 4 ordinary and contingent expenses of the Senate: 5 For the ordinary and incidental expenses of 6 legislative leadership and legislative staff 7 assistants: 8 President................................... $ 4,781,000 9 Minority Leader............................. 4,781,000 10 For the ordinary and incidental expenses of 11 committees, the general staff and 12 operations, per diem employees, special and 13 standing committees of the Senate and 14 expenses incurred in transcribing and 15 printing of Senate debate................... 3,744,500 16 For the ordinary and incidental expenses of the 17 Senate, also including the purchasing on 18 contract as required by law of printing, 19 binding, printing paper, stationery and 20 office supplies............................. 198,700 21 For allowances for the particular and additional 22 services appertaining to or entailed by the 23 respective officers of the Senate named in 24 and in accordance with the following 25 schedule: 26 President................................... 77,500 27 Minority Leader............................. 77,500 28 For travel, including expenses to Springfield of 29 members on official legislative business 30 during weeks when the General Assembly is 31 not in session.............................. 53,500 32 Total $13,713,700 33 Section 20. The sum of $641,200, or so much thereof as -3- HDS92HB3485GPa333cm 1 may be necessary, is appropriated for the use of the Senate 2 standing committees for expert witnesses, technical services, 3 consulting assistance and other research assistance 4 associated with special studies and long range research 5 projects which may be requested by the standing committees. 6 Section 22. The following named sums, or so much thereof 7 as may be necessary, are appropriated for expenses in 8 connection with the planning and preparation of redistricting 9 of legislative and representative districts as required by 10 Article IV, Section 3 of the Illinois Constitution of 1970: 11 For the Senate President ................... $ 750,000 12 For the Senate Minority Leader ............. 750,000 13 Total $1,500,000 14 Section 25. The sum of $65,800, or so much thereof as 15 may be necessary, is appropriated from the General Assembly 16 Operations Revolving Fund to the Office of the President, to 17 meet the ordinary and contingent expenses of the Senate. 18 Section 30. The following named sums, or so much thereof 19 as may be necessary, respectively, for the objects and 20 purposes hereinafter named, are appropriated to meet the 21 ordinary, incidental and contingent expenses of the House 22 Majority and Minority Leadership Staff and Office operations: 23 For the Speaker............................. $ 4,281,300 24 For the Minority Leader..................... 4,281,300 25 Total $8,562,600 26 Section 35. The following named sums, or so much thereof 27 as may be necessary, are appropriated to meet the ordinary, 28 incidental and contingent expenses of the House Majority and 29 Minority Leadership Staff and the general staff: 30 For the Speaker............................. $ 331,900 -4- HDS92HB3485GPa333cm 1 For the Minority Leader..................... 150,500 2 Total $482,400 3 Section 40. The following named sums, or so much thereof 4 as may be necessary, respectively, for the objects and 5 purposes hereinafter named, relating to the operation of the 6 House of Representatives, are appropriated to meet its 7 ordinary and contingent expenses: 8 For the ordinary and incidental expenses of the 9 general staff, operations, and special and 10 standing committees of the House, for per 11 diem employees and for expenses incurred in 12 transcribing and printing of House debates.. $4,955,600 13 For the ordinary and incidental expenses of the 14 House, also including the purchasing on 15 contract as required by law of printing, 16 binding, printing paper, stationery and 17 office supplies, no part of which shall be 18 expended for expenses of purchasing, 19 handling or distributing such supplies and 20 against which no indebtedness shall be 21 incurred without the written approval of the 22 Speaker of the House of Representatives..... 92,600 23 Pursuant to the Legislative Commission 24 Reorganization Act of 1984, to the Speaker 25 of the House for 26 Standing House Committees................... 2,210,100 27 Total $7,258,300 28 Section 45. The following named sum, or so much thereof 29 as may be necessary, for the objects and purposes hereinafter 30 named, relating to House membership, is appropriated to meet 31 the ordinary and contingent expenses of the House: 32 For travel, including expenses to -5- HDS92HB3485GPa333cm 1 Springfield of members on official 2 legislative business during weeks when 3 the General Assembly is not in session .............$28,200 4 Section 47. The following named sums, or so much thereof 5 as may be necessary, are appropriated for expenses in 6 connection with the planning and preparation of redistricting 7 of legislative and representative districts as required by 8 Article IV, Section 3 of the Illinois Constitution of 1970: 9 For the Speaker ............................ $ 750,000 10 For the Minority Leader .................... 750,000 11 Total $1,500,000 12 Section 50. The sum of $65,800, or so much thereof as 13 may be necessary, is appropriated from the General Assembly 14 Operations Revolving Fund to the Office of the Speaker, to 15 meet the ordinary and contingent expenses of the House. 16 Section 52. The amount of $328,000, or so much thereof 17 as may be necessary, is appropriated from the General Revenue 18 Fund to the General Assembly to meet ordinary and contingent 19 expenses. Any use of funds appropriated under this Section 20 must be approved jointly by the Clerk of the House of 21 Representatives and the Secretary of the Senate. 22 Section 55. As used in Sections 30 and 35 hereof, except 23 where the approval of the Speaker of the House of 24 Representatives is expressly required for the expenditure of 25 or the incurring of indebtedness against an appropriation for 26 certain purchases on contract, "Speaker" means the leader of 27 the party having the largest number of members of the House 28 of Representatives as of January 13, 1999, and "Minority 29 Leader" means the leader of the party having the second 30 largest number of members of the House of Representatives as -6- HDS92HB3485GPa333cm 1 of January 13, 1999. 2 Section 60. The sum of $500,000, or so much thereof as 3 may be necessary, is appropriated to meet the ordinary, 4 incidental and contingent expenses of the House of 5 Representatives including equipment, labor, consulting, and 6 EDP associated with the upgrade or replacement of the House 7 Electronic Voting system or for any other purposes for which 8 other appropriations have been made under this act. 9 Section 65. The sum of $105,500, or so much thereof as 10 may be necessary, is appropritaed for the ordinary and 11 contingent expenses of the Senate Operations Commission 12 including the planning costs, construction costs, moving 13 expenses and all other costs associated with the construction 14 and reconstruction of Senate Officers in the Capitol Complex 15 area. 16 Section 999. Effective date. This Act takes effect July 17 1, 2001.".
