1 AMENDMENT TO HOUSE BILL 2641
2 AMENDMENT NO. . Amend House Bill 2641, by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The Illinois Procurement Code is amended by
5 changing Section 20-5 and adding section 20-36 as follows:
6 (30 ILCS 500/20-5)
7 Sec. 20-5. Method of source selection. Unless otherwise
8 authorized by law, all State contracts shall be awarded by
9 competitive sealed bidding, in accordance with Section 20-10,
10 except as provided in Sections 20-15, 20-20, 20-25, 20-30,
11 20-35, 20-36, 30-15, and 40-20.

14 Sec. 20-36. Other methods of service selection.
15 Competitive selection is not required when:
16 (1) the State Purchasing Officer determines to contract with
17 a vendor having a General Services Administration contract
18 for the specific supply or service subject of the General
19 Services Administration contract and at a price no higher and
20 terms no more adverse than those of the General Services
21 Administration contract, and

1 (2) the State Purchasing Officer determines that the General
2 Service Administration price and terms are more favorable or
3 at least as favorable as those that could reasonably be
4 secured through one or more of the methods of source
5 selection available in this Code.".
