 1        AN ACT in relation to health.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Lead Poisoning Prevention Act is amended
 5    by adding Sections 6.3 and 14.5 as follows:

 6        (410 ILCS 45/6.3 new)
 7        Sec. 6.3.  Physicians to screen pregnant women.
 8        (a)  If a physician licensed to practice medicine in  all
 9    its  branches  has  occasion  to  examine or treat a pregnant
10    woman, the physician shall determine whether  the  woman  has
11    been  screened  for  lead  poisoning.   Except as provided in
12    subsection (c), if the woman has not been screened  for  lead
13    poisoning,   the   physician  shall  ensure  that  the  woman
14    undergoes a lead blood level screening.
15        (b)  If a woman screens positive for lead poisoning under
16    this Section, the  physician shall warn the woman, orally and
17    in writing, of the dangers of  breast  feeding    her  infant
18    while she has lead poisoning.
19        (c)  Nothing  in  this  Section  shall  be  construed  to
20    require  a  woman  to undergo a lead blood level screening if
21    the woman objects on the grounds that the screening conflicts
22    with her religious beliefs.

23        (410 ILCS 45/14.5 new)
24        Sec. 14.5.  Reports to General Assembly.  The  Department
25    shall  submit  quarterly    reports  to  the General Assembly
26    concerning the implementation of measures under this  Act  to
27    prevent  and treat lead poisoning.  The Department shall file
28    its first report by  November 1,  2001  and  shall  file  its
29    subsequent  reports  within  30  days  after the end of  each
30    calendar quarter.

 1        Section 99. Effective date. This Act  takes  effect  upon
 2    becoming law.
