Amend House Bill 1895 on page 4, by 3 replacing lines 21 through 30 with the following: 4 "School personnel may consider not giving the Illinois 5 Standards Achievement Test or the Prairie State Achievement 6 Examination to any student who has been enrolled in a State 7 approved bilingual education program less than 3 cumulative 8 academic yearsshall be exemptedif the student's lack of 9 English as determined by an English language proficiency test 10 would keep the student from understanding the test., and11 That studentstudent's districtshall participate in State 12 assessments developed for students with limited English 13 proficiency, unless the student was enrolled in a district 14 after September 30 and therefore has not attended school in 15 that district for a full academic yearhave an alternative16test program in place for that student. The State Board of17Education shall appoint a task force of concerned parents,18teachers, school administrators and other professionals to19assist in identifying such alternative tests. Reasonable 20 accommodations as prescribed"; and 21 on page 5, line 11, by replacing "performance levels" with 22 "any Prairie State Achievement Awardsperformance levels"; 23 and -2- LRB9205325NTsbam 1 on page 9, line 9, by replacing "weeks during" with "specific 2 dates onweeks during"; and 3 on page 9, line 21, after "student", by inserting the 4 following: 5 "or a student in a State-approved transitional bilingual 6 education program or a transitional program of instruction 7 who is administered a State assessment developed for students 8 with limited English proficiency in accordance with the 9 requirements of subsection (a) of this Section"; and 10 on page 10, line 6, after "students.", by inserting the 11 following: 12 "All pupils who are enrolled in a State-approved transitional 13 bilingual education program or transitional program of 14 instruction and whose lack of English as determined by an 15 English language proficiency test would keep them from 16 understanding the Prairie State Achievement Examination 17 nevertheless shall have the option of taking the 18 examination.".
