Amend House Bill 1728 by replacing 3 line 22 on page 2 through line 5 on page 3 with the 4 following: 5 "(1.1) A State agency shall review in a timely 6 manner each bill or invoice after its receipt. If the 7 State agency determines that the bill or invoice contains 8 a defect making it unable to process the payment request, 9 the agency shall notify the vendor requesting payment as 10 soon as possible after discovering the defect pursuant to 11 rules promulgated under Section 3-3. The notice shall 12 identify the defect and any additional information 13 necessary to correct the defect."; and 14 on page 4, by inserting after line 25 the following: 15 "Section 99. Effective date. This Section takes effect 16 upon becoming law. Section 5 takes effect upon becoming law 17 solely for the purpose of allowing the State Comptroller and 18 the Department of Central Management Services to promulgate 19 rules for the implementation of this Act. Section 5 for all 20 other purposes takes effect July 1, 2002.".
