92_HB0127eng HB0127 Engrossed LRB9200604DHmb 1 AN ACT concerning Hospice license plates. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Illinois Vehicle Code is amended by 5 adding Section 3-648 as follows: 6 (625 ILCS 5/3-648 new) 7 Sec. 3-648. Hospice license plates. 8 (a) The Secretary, upon receipt of an application made 9 in the form prescribed by the Secretary, may issue special 10 registration plates designated as Hospice license plates. 11 The special plates issued under this Section shall be affixed 12 only to passenger vehicles of the first division and motor 13 vehicles of the second division weighing not more than 8,000 14 pounds. Plates issued under this Section shall expire 15 according to the multi-year procedure established by Section 16 3-414.1 of this Code. 17 (b) The color of the plates is wholly within the 18 discretion of the Secretary. The design of the plates shall 19 include the word "Hospice" above drawings of two lilies and a 20 butterfly. The Secretary may allow the plates to be issued as 21 vanity plates or personalized under Section 3-405.1 of the 22 Code. The Secretary shall prescribe stickers or decals as 23 provided under Section 3-412 of this Code. 24 (c) An applicant for the special plate shall be charged 25 a $25 fee for original issuance in addition to the 26 appropriate registration fee. Of this fee, $10 shall be 27 deposited into the Hospice Fund and $15 shall be deposited 28 into the Secretary of State Special License Plate Fund, to be 29 used by the Secretary to help defray the administrative 30 processing costs. 31 For each registration renewal period, a $25 fee, in HB0127 Engrossed -2- LRB9200604DHmb 1 addition to the appropriate registration fee, shall be 2 charged. Of this fee, $23 shall be deposited into the 3 Hospice Fund and $2 shall be deposited into the Secretary of 4 State Special License Plate Fund. 5 (d) The Hospice Fund is created as a special fund in the 6 State treasury. All money in the Hospice Fund shall be paid, 7 subject to appropriation by the General Assembly and approval 8 by the Secretary, to the Department of Public Health for 9 distribution as grants for hospice services as defined in the 10 Hospice Program Licensing Act. The Director of Public Health 11 shall adopt rules for the distribution of these grants. 12 Section 10. The State Finance Act is amended by adding 13 Section 5.546 as follows: 14 (30 ILCS 105/5.546 new) 15 Sec. 5.546. The Hospice Fund.
