Provides that all vehicles, including trailers and semitrailers, that are regularly engaged in interstate transportation of persons or property and for which a currently effective certificate of title has been issued in another state, are not required to have an Illinois certificate of title (currently motor vehicles meeting those criteria and apportionable trailers and apportionable semitrailers registered in this State before April 1, 1998 are exempt from the requirement).
