Short description: TOBACCO SETTLMT-TAXPAYR REBATE Synopsis of Bill as introduced: Creates the Tobacco Settlement Proceeds Distribution Act and amends the State Finance Act and the Cigarette Tax Act. Creates 3 special funds in the State treasury: the Tobacco Settlement Trust Fund, the Tobacco Settlement Taxpayer Rebate Fund, and the Tobacco Settlement Health Fund. Provides that on July 1, 2000, the State Comptroller shall order the State Treasurer to transfer all moneys in the Tobacco Settlement Recovery Fund into the Tobacco Settlement Trust Fund. Provides that the State Treasurer shall deposit into the Tobacco Settlement Trust Fund all moneys paid to the State pursuant to a tobacco settlement agreement as well as any other moneys as provided by law. Provides for transfers from the Tobacco Settlement Trust Fund into the Tobacco Settlement Taxpayer Rebate Fund and the Tobacco Settlement Health Fund. Provides for a rebate payment to persons filing an Illinois income tax return. Provides that 35% of the moneys that are received by the State pursuant to the Cigarette Tax Act and the Cigarette Use Tax Act and that are paid into the General Revenue Fund shall be transferred into the Tobacco Settlement Health Fund.
