COAL RIGHTS ACT                                                            

Synopsis of Bill as introduced:
        Creates the Coal  Rights  Act.   Provides  for  determination  of      
   rights  of  multiple  owners  of  coal  mining  rights including court      
   procedures, lessee  rights,  and  payments  from  the  sale  of  coal.      
   Contains other provisions.   Effective immediately.
