House Sponsors: OSMOND-MOORE,ANDREA-COULSON-BEAUBIEN-CROSS Short description: NRTH SHORE SAN DIST-EMERGENCY Synopsis of Bill as introduced: Amends the North Shore Sanitary District Act. Provides that competitive bidding requirements do not apply to contracts for the construction of a facility or structure for use by the district if the facility or structure will be designed, built, and tested before being conveyed to the district. Deletes a provision that contracts that are necessary to meet an emergency affecting the public health and safety and that are let without competitive bidding may not total more than $40,000. Allows the Board of Trustees to authorize officials or employees of the district to make purchases, in an amount not in excess of $40,000, without competitive bidding to meet an operating emergency that does not affect the public health and safety. Requires a written account of purchases made to meet an operating emergency to be immediately submitted to the Board of Trustees. Requires the written account to be available for public inspection for a period of one year after the date of the purchase. SENATE AMENDMENT NO. 1. Further amends the North Shore Sanitary District Act. Deletes the provision that competitive bidding requirements do not apply to contracts for the construction of facilities or structures for the use of the district when the facilities or structures will be designed, built, and tested before being conveyed to the district. SENATE AMENDMENT NO. 2 Further amends the North Shore Sanctary District Act. Allows contracts totaling not more than $250,000 (now totaling not more than $40,000) to be let without competitive bidding in the case of an emergency affecting the public health or safety. HOUSE AMENDMENT NO. 1. Further amends the North Shore Sanitary District Act. Provides that in the case of an emergency affecting the public health or safety, contracts totaling not more than $75,000 (instead of $250,000) may be let without competitive bidding.
