Senate Sponsors: BURZYNSKI. Short description: MUNI CD-LEVY AND APPROPRIATION Synopsis of Bill as introduced: Amends the Illinois Municipal Code. Amends the provision regarding annual appropriation ordinances in municipalities with fewer than 500,000 inhabitants that have not adopted the Optional Budget-Officer Act to allow corporate authorities to transfer sums of money appropriated for one purpose or object to another purpose or object, if authorized by a two-thirds vote (transfers now can be made only within the same municipal department or agency). Also makes grammatical changes and provides that the appropriation ordinance may be passed (now, adopted) at or after the public meeting at which the ordinance is discussed. Amends the provision governing the manner of levying and collecting taxes to eliminate the requirement that the property tax levy made on or before the last Tuesday in December be based on the appropriation ordinance for the current year. Also eliminates the requirement that the levy ordinance contain the same details as the annual appropriation or budget ordinance, requiring instead that the ordinance specify the amount and purpose of the sums to be levied.
