Senate Sponsors: MAITLAND-SIEBEN-DILLARD. Short description: ILL BIOTCHNGY DVLP AUTHY Synopsis of Bill as introduced: Amends the Biotechnology Sector Development Act. Requires the Department of Agriculture to work with the Illinois Coalition to establish a targeted sector program in biotechnology. Requires the Department of Commerce and Community Affairs to cooperate with the Biotechnology Advisory Council. Requires the Biotechnology Advisory Council to recommend changes in policy or law that will promote the development of biotechnology in Illinois to the Department of Commerce and Community Affairs. Creates the Illinois Biotechnology Development Authority. Provides for the designation or appointment of 4 nonvoting members and 13 voting members to the Authority's Board. Requires the appointment of an executive director of the Authority. Sets the powers, duties, and responsibilities of the Authority. Requires Board members to serve without compensation. Authorizes the Authority to issue bonds. Exempts the Authority and the Authority's bonds from taxation. Provides that the Authority has no taxing power. Requires the Authority to make an annual report to its members and to the Governor, State Comptroller, General Assembly, and Illinois Economic and Fiscal Commission. Makes other changes. Amends the State Finance Act to create the Biotechnology Projects Fund. Effective immediately.
