House Sponsors: OSMOND-MATHIAS Short description: DCCA-ECON DEVEL-TECH Synopsis of Bill as introduced: Amends the Civil Administrative Code of Illinois concerning the Department of Commerce and Community Affairs. Makes a technical change in provisions relating to economic development. SENATE AMENDMENT NO. 1. Deletes reference to: 20 ILCS 605/46.5 Adds reference to: 20 ILCS 605/46.5b new Deletes everything. Amends the Civil Administrative Code of Illinois. Requires the Department of Commerce and Community Affairs to report, on or before March 31 of each year, to the Governor and the General Assembly with respect to all economic development programs administered by the Department. Provides that the report shall evaluate the effectiveness of each program and make recommendations for legislative changes. HOUSE AMENDMENT NO. 1. Adds reference to: 20 ILCS 605/46.70 Amends the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Community Affairs, using funds appropriated for the purpose, shall create the Illinois Africa Trade Program to assist small and medium sized Illinois businesses and manufacturers in exporting their products and to assist companies from African nations in exporting products to or investing in Illinois. Provides that the Department shall pursue incentive programs to encourage African governments to locate trade or commercial offices in Illinois. Provides that the Department shall coordinate with appropriate organizations and may contract with qualified individuals or entities to develop a comprehensive plan for market development and expansion of trade between Illinois and African nations. Provides that the Department may develop and administer other programs it considers advisable and appropriate for collecting and disseminating information to prospective manufacturers and businesses regarding export to and investment in African nations.
