House Sponsors: WINTERS-DAVIS,MONIQUE-MCKEON Short description: REHAB OF PERSONS-DISABILTIES Synopsis of Bill as introduced: Amends the Civil Administrative Code of Illinois. Renames the State Rehabilitation Advisory Council the State Rehabilitation Council and adds 2 members to that body, one from the State Workforce Investment Board and one from the Illinois State Board of Education. Provides that the vocational rehabilitation administrator shall have no vote on the Council. Provides that vacancies on the Council shall be filled by the Governor or by the Council if the Governor gives the Council that authority. Provides that the representative of the client assistance program is the only Council member that may serve more than 2 full terms. Provides that the Council and the vocational rehabilitation unit of the Department of Human Services shall jointly develop and annually review goals and submit annual reports to the federal Commissioner of Rehabilitation Services. Amends the Disabled Persons Rehabilitation Act. Provides that the duties of the Department of Human Services include cooperating with the federal government in administering the provisions of the Workforce Investment Act of 1998. Provides that the Statewide Independent Living Council created by the Act shall represent a broad range of persons with disabilities from diverse backgrounds. Provides that vacancies on the Council shall be filled by the Governor or by the Council if the Governor delegates that power. Makes stylistic and technical changes. Effective immediately. Changes from September 30 to March 30 the date by which the Department of Human Services and the Department on Aging must file their annual joint report on programs and Services under Section 3 of the Disabled Persons Rehabilitation Act.
