Mandates that the Department make grants from the Fund to construct a National World War II Memorial. Provides for monthly transfers from GRF to the School Infrastructure Fund. Amends the School Construction Law to authorize the State Board of Education to make grants to school districts for school maintenance projects, to be paid out of moneys appropriated from the School Infrastructure Fund. Requires a 50% local match. Established priorities for making grants and requires that 20% of the grants shall be awarded to Chicago. Allows Chicago to use a school construction grant to pay for certain debt service. Effective immediately.
