Synopsis of Bill as introduced:
        Amends the Illinois Procurement Code.  Provides that  a  contract      
   specification   or   a  contract,  including  a  contract  of  certain      
   institutions of higher education,  may  not  require  or  encourage  a      
   financial  contribution as an explicit or implied term for awarding or      
   completing the contract.
