Amends the Environmental Protection Act. Creates the Brownfields Redevelopment Loan Program for the purpose of providing loans to be used for site investigation and site remediation at brownfields sites. Deletes a provision requiring that the Water Pollution Control Loan Program be used to provide assistance only to local government units and only for public purposes. Provides that the Program may be used to make direct loans for the implementation of a management program established under Section 319 of the Federal Water Pollution Control Act. Specifies elements that must be included in the regulations concerning loan applications. Deletes the provision that priority in making loans from the Water Pollution Control Loan Program must be given to local government units that need to make improvements to comply with National Pollutant Discharge Elimination System permit requirements. Provides that the Hazardous Waste Fund shall include moneys made available from any source for deposit into the Fund. Provides that the Environmental Protection Agency shall have the authority to accept, receive, and administer on behalf of the State any moneys made available to the State from any source for the specified purposes of the Hazardous Waste Fund.
