Adds $2 to the fee collected by the circuit clerk for minor traffic violations. Requires disbursement of that amount to the State Treasurer for deposit into the Spinal Cord Injury Paralysis Research Fund, a special fund created in the State treasury. Provides for appropriations from the fund to the Department of Human Services for the use of the Advisory Council on Spinal Cord and Head Injuries within the Department in making grants to research facilities located in Illinois to conduct research to find a cure for spinal cord injury paralysis. Provides that, subject to appropriations, the Department of Public Health shall use moneys in the Research Trust Fund to make grants to research facilities located in Illinois to conduct research to find a cure for spinal cord injury paralysis. Provides that, subject to appropriations, the Department of Human Services shall use moneys in the Treatment Fund to fund treatment programs in accordance with priorities and criteria established by the Advisory Council on Head and Spinal Cord Injuries. Effective immediately. SENATE AMENDMENT NO. 2. Changes the name of the Spinal Cord Injury Paralysis Treatment Fund to the Brain Injury and Spinal Cord Injury Trust Fund.
