Changes the definition of elderly person in the statute relating to financial exploitation of an elderly person or person with disabilities. Changes references from "disabled person" to "person with a disability". Creates the offense of aggravated theft. Provides for increased penalties when the victim of the theft is 60 years of age or older or a physically handicapped person. SENATE AMENDMENT NO. 1.
