Establishes patient rights with respect to health care provided through managed care plans. Requires disclosure of specified information to enrollees. Provides for access to specialists, establishes requirements for provision of services, provides for provision of emergency treatment, and establishes grievance procedures. Requires utilization review programs to be registered with the Department of Insurance. Effective January 1, 2000.
