In provisions concerning the merit recognition scholarship program, changes the definition of an eligible applicant from an approved high school to mean a student who is engaged in a program that in due course will be completed by the end of an academic year and whose cumulative high school grade point average is at or above the 95th percentile of his or her class after completion of 80% of a high school program of instruction (instead of requiring the student to have a 7th semester cumulative high school grade point average at or above the 95th percentile of his or her class).
