Removes the requirement that the State Board of Education submit a report to the General Assembly summarizing the projected number of secondary special education students that will be exiting public schools. In the gifted children and transportation Articles, changes how the equalized assessed valuation for a school district is computed for reimbursement purposes so that the equalized assessed valuation for a school district is computed in the same manner as it is computed under certain provisions concerning the basis for apportionment of general State financial aid. Provides that if the State Board is the authorized chartering entity for a charter school, the State Board shall require the charter school to maintain accurate records of daily attendance that shall be deemed sufficient to file claims under provisions concerning the basis for apportionment of general State financial aid (notwithstanding any other requirements of those provisions regarding hours of instruction and teacher certification). Repeals a Section concerning impaction. Repeals a Section concerning transporting students to and from interscholastic and school sponsored activities in a van. Makes technical changes.
