Synopsis of Bill as introduced:
        Urges the Director of Commerce and Community Affairs to develop a      
   plan to maximize the  State's  opportunities  to  participate  in  the      
   federal  empowerment zone and enterprise communities initiative and to      
   report to the  Governor  and  General  Assembly  as  expeditiously  as      
   possible.
