Short description: FUNDING PUBLIC EDUCATION Synopsis of Bill as introduced: Proposes to amend Section 1 of Article X of the Illinois Constitution. Requires the State to provide no less than 50% of the funding for the system of public education. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act. BALANCED BUDGET NOTE (Bureau of the Budget) Since HJRCA 19 is not a supplemental appropriation bill, the Balanced Budget Note Act is inapplicable. STATE DEBT NOTE (Ill. Economic & Fiscal Commission) HJRCA #19 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness. HOME RULE NOTE (Dept. of Commerce and Community Affairs) HJRCA 19 relates to State funding of public education in Il- linois, not to the activities of home rule units of government. FISCAL NOTE (State Board of Education) The fiscal impact over time of HJRCA 19 is difficult to esti- mate, as it requires the State to keep up with the growth of the non-State portion of education funding, does not clarify whether the State must match federal funds, and does not speci- fically define what programs, or whether all local programs, are included in the definition of "the system of public educa- tion". The most recent data for school year 1998-1999 in ISBE's "State, Local, and Federal Financing for Illinois Public Schools" indicates the total receipts for common schools was $15,559.0 million of which the State provided $5,654.4 million (or 36.34%).
