Short description: MOTOR FUEL STANDARDS-NO MTBE Synopsis of Bill as introduced: Amends the Motor Fuel and Petroleum Standards Act. Provides that the intent of the General Assembly is not to unconstitutionally restrict legitimate interstate commerce, but to constitutionally aid the federal government to phase out the use of methyl tertiary butyl ether (MTBE) and to protect Illinois groundwater resources. Provides that the public policy of this State is that MTBE must be removed from Illinois motor fuel. Defines MTBE. Provides that on or after January 1, 2001, motor fuel may be sold or offered for sale only if no MTBE has been introduced on or after January 1, 2001 into the retailer's storage tank from which the motor fuel is dispensed. Provides that a violation does not occur if the motor fuel sold or offered for sale contains a trace amount of MTBE that was not intentionally introduced on or after January 1, 2001. Defines a "trace amount" of MTBE as 2% or less of the motor fuel by volume. Requires every retailer of motor fuel to display a statement informing the customer that the motor fuel being sold does not contain MTBE. Sets standards for display of the statement. Effective January 1, 2001.
