Short description: 
SUPPORT-INFLATION ADJUSTMENT                                               

Synopsis of Bill as introduced:
        Amends the Bureau of the Budget  Act,  the  Illinois  Public  Aid      
   Code,  the  Illinois Marriage and Dissolution of Marriage Act, and the      
   Illinois Parentage Act of 1984.  Requires the Bureau of the Budget  to      
   annually  certify  to  each  circuit clerk in the State the percentage      
   change in the consumer  price  index  during  the  preceding  12-month      
   calendar   year.    Provides  that  an  order  for  child  support  or      
   maintenance may include a provision that  automatically  increases  or      
   decreases,  as  applicable,  the  amount  payable  as child support or      
   maintenance by a percentage equal to  the  percentage  change  in  the      
   consumer  price  index  during  the  preceding 12-month calendar year.      
   Requires the circuit clerk to give notice of the changes to  obligors,      
   obligees, and payors.                                                       
          FISCAL NOTE (Administrative Office of the Illinois Courts)           
          HB 4611 has the potential to substantially increase the work-        
          load and expenses of the circuit clerks' offices, and could          
          increase demands on judicial resources. A dollar estimate of         
          the fiscal impact of the bill cannot be provided, because the        
          number of support and maintenance orders that would be affected      
          cannot be determined.                                                
          STATE MANDATES NOTE (Dept. of Commerce and Community Affairs)        
          HB 4611 does not create a State mandate under the State              
          Mandates Act.

          Adds reference to:                                                   
          305 ILCS 5/12-13.3 new                                               
        Deletes everything.  Amends the "administration" Article  of  the      
   Illinois  Public  Aid  Code.  Requires the Department of Public Aid to      
   establish a pilot program in 5  counties  (including  Cook  County,  2      
   counties  with a population between 650,000 and 2,000,000, and 2 other      
   counties) with respect to income withholding for the payment of  child      
   support.   Under  the  pilot program, an employer who withholds income      
   from an obligor for the payment of child support must send a  copy  of      
   the obligor's Form W-2 to the circuit clerk of the county in which the      
   child support order was entered.  Requires the circuit clerk to send a      
   copy  of  the  Form  W-2  to  the  obligor  and a copy to the obligee.      
   Applies to  income  withheld  in  any  of  years  2000  through  2003.      
   Requires  the Department to report its findings and recommendations by      
   March 1, 2004.  Effective immediately.
