Senate Sponsors: GEO-KARIS-DILLARD Short description: NUCLEAR SAFETY-SHIPMENT SRCHRG Synopsis of Bill as introduced: Amends the Illinois Nuclear Safety Preparedness Act. Provides that the fees assessed for each rail shipment of spent nuclear fuel, high-level radioactive waste, or transuranic waste traversing the State or received at or departing from a nuclear power station or away-from-reactor spent fuel, high-level radioactive waste, or transuranic waste storage facility in this State are assessed per truck for each truck shipment rather than per cask for each truck shipment. Provides that single cask truck shipments of greater than 250 miles in Illinois are subject to a surcharge of $25 per mile over 250 miles for the first truck in each shipment. Effective immediately. FISCAL NOTE (Dept. of Nuclear Safety) Currently, the statute assesses a fee of $2,500 per cask for each truck shipment. The bill redefines this assessment to $2,500 per truck. Since a truck shipment only contains one cask, this change has no fiscal impact. The bill also adds a surcharge of $25 on each mile over 250 miles for longer ship- ments, covering the Department's additional costs in inspect- ing and escorting these longer shipments through the State. Shipment fees collected totaled $9,000 in FY1999 and $17,500 in FY2000. These fees have been and continue to be paid primarily by out of state shippers.
