Short description: 
H ED FOR REAL OPPORTUNITIES                                                

Synopsis of Bill as introduced:
        Creates the Higher Education for Real Opportunities Act.  Creates      
   a program of grants to support the pursuit of post-secondary education      
   by low-income adults who  are  supporting  minor  children.   Contains      
   provisions  concerning  eligibility,  grants,  coordination with other      
   programs, and administration.  Effective immediately.                       
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:

          110 ILCS 947/65.57 new                                               
        Deletes  everything.   Amends  the   Higher   Education   Student      
   Assistance  Act.   Creates the Higher Education for Real Opportunities      
   Pilot  Program  to  provide  grants  to   support   the   pursuit   of      
   post-secondary education by low-income adults who are supporting minor      
   children.   Provides  that  the Illinois Student Assistance Commission      
   shall administer the program through  the  financial  aid  offices  of      
   participating  accredited  institutions of post-secondary education in      
   this State.  Requires the Commission  to  operate  the  program  in  3      
   locations,  with  one  in  the City of Chicago.  Provides that in each      
   location, the Commission shall select for participation in the program      
   (i) one accredited college or university and (ii) one  or  more  other      
   accredited  institutions  of  post-secondary education.  Provides that      
   the program shall operate for 3 school years.  Establishes eligibility      
   requirements that a student must meet.   Requires  the  Commission  to      
   submit  an  interim  report and a final report to the Governor and the      
   General Assembly.  Effective immediately.
