Provides that if a man who is not presumed to be the natural father of a child brings an action to determine the existence of the father and child relationship, the court, before ordering DNA or other tests, shall hold a hearing to determine whether it is in the best interests of the child to allow the action to proceed. Provides that in determining whether to allow the action to proceed, the court shall consider the child's home environment and established relationships, the child's physical, mental, moral, or emotional well-being, and any other factors deemed relevant by the court.
