Synopsis of Bill as introduced:
        Amends the Department of Commerce and Community  Affairs  Law  of      
   the  Civil  Administrative Code of Illinois.  Makes a technical change      
   in a Section concerning the Department's powers and duties.                 
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          20 ILCS 605/605-10                                                   
          Adds reference to:                                                   
          30 ILCS 750/10-3                from Ch. 127, par. 2710-3            
        Deletes everything.  Amends the Large Business Development Act in      
   the  Build  Illinois  Act.  Allows  the  Department  of  Commerce  and      
   Community Affairs to  acquire  land  and  lease  or  convey  land  for      
   institutional,  mixed  use, industrial, or commercial site development      
   (now the Department may acquire land and  convey  or  lease  land  for      
   industrial  or  commercial  site  development).  Provides  that when a      
   conveyance is made by the Department for institutional  purposes,  the      
   conveyance  shall be to an entity that serves persons who are mentally      
   challenged, physically challenged, or both.  Effective immediately.         
        HOUSE AMENDMENT NO. 2.                                                 
          Adds reference to:                                                   
          20 ILCS 605/605-613 new                                              
        Amends the Department of Commerce and Community  Affairs  Law  of      
   the  Civil  Administrative  Code  of  Illinois.    Provides  that  the      
   Department of Commerce and Community Affairs, using funds appropriated      
   for  the  purpose,  shall  create the Illinois Africa Trade Program to      
   assist small and medium sized Illinois businesses and manufacturers in      
   exporting their products and to assist companies from African  nations      
   in  exporting products to or investing in Illinois.  Provides that the      
   Department  shall  pursue  incentive  programs  to  encourage  African      
   governments  to  locate  trade  or  commercial  offices  in  Illinois.      
   Provides  that  the  Department  shall  coordinate  with   appropriate      
   organizations  and may contract with qualified individuals or entities      
   to develop a comprehensive plan for market development  and  expansion      
   of  trade  between  Illinois  and  African nations.  Provides that the      
   Department may develop and  administer  other  programs  it  considers      
   advisable and appropriate for collecting and disseminating information      
   to  prospective  manufacturers  and businesses regarding export to and      
   investment in African nations.                                              
        HOUSE AMENDMENT NO. 3.                                                 
          Deletes reference to:                                                
          20 ILCS 605/605-613 new                                              
          30 ILCS 750/10-3                                                     
        Deletes everything. Authorizes the Director of Central Management      
   Services to convey specified real property to the Maryville Academy of      
   Chicago,  Illinois  and  to   the   New   Horizon   Center   for   the      
   Developmentally Disabled. Effective immediately.
