Requires that records of roll call votes of either house of the General Assembly and transcripts of General Assembly debate shall be made available to the public in electronic form. Requires that the roll call vote, and a description of the subject matter, be made available within 24 hours after the legislative day the vote is recorded, in searchable form. Requires that the debate transcript be made available within 15 working days after it is recorded, in searchable form. Requires that audio streams controlled by the Clerk of the House and Secretary of the Senate broadcast to the Capitol complex must be broadcast on the World Wide Web. Provides that the broadcast and transcript requirements apply to the 92nd and subsequent General Assemblies. Provides that the vote record requirement applies to the 91st and subsequent General Assemblies and must begin within 30 days after the bill's effective date. Effective immediately. HOUSE AMENDMENT NO. 1. Adds reference to: 25 ILCS 5/15 new Deletes everything. Amends the Legislative Information System Act. Requires that records of roll call votes of either house of the General Assembly and transcripts of General Assembly debate shall be made available to the public in electronic form. Requires that the roll call vote, and a description of the subject matter, be made available within 2 business days after the legislative day the vote is recorded, in searchable form. Requires that audio streams controlled by the Clerk of the House and Secretary of the Senate broadcast to the Capitol complex must be broadcast on the World Wide Web. Provides that the record votes and broadcast requirements apply to the 92nd and subsequent General Assemblies. Specifies the time by which debate transcripts of the 91st and subsequent General Assemblies must be available. Provides that failure to make information available by the required deadlines is not a violation when due to a legitimate technical problem. Amends the General Assembly Organization Act. Makes it a Class 4 felony to (i) knowingly and without lawful authority interfere with computerized data of the legislative branch or (ii) knowingly and with malicious intent falsify copies of legislative information made available to the public.
