Senate Sponsors: JONES,E Short description: PROC CD-CONSTRCTN JOB POSTINGS Synopsis of Bill as introduced: Amends the Illinois Procurement Code. Requires that contractors awarded construction contracts of $1,000,000 or more funded by Illinois FIRST moneys must provide certain job opportunity information to applicants at the work site and to the Department of Employment Security using the Department's forms and procedures. Requires the Department to post the information at various job centers. Requires the contractor to supply information on employment of women and minorities quarterly to a State agency designated by the Governor. Effective immediately. HOUSE AMENDMENT NO. 1. Provides that the postings must include apprenticeship and journeymen hours "available" (as well as "required") for contracts "and" (rather than "or") subcontracts to be awarded for the project "and" (rather than "or") other employment opportunity. FISCAL NOTE, H-AM 1,2 (Dept. of Central Management Services) As amended, the estimated fiscal impact is now $27,000, if CMS is designated by the Governor to receive information on women and minorities employed because of a $1,000,000 or more con- struction contract in Cook County funded in whole or part by Illinois FIRST funds. That amount includes an estimated $12,000 for one part-time contractual worker and the remainder for do- cument storage and computer capacity. FISCAL NOTE (Department of Employment Security) IDES, as part of its Federally funded Job Service program, maintains a State of Illinois Internet site for all job oppor- tunities it receives which is accessible to all Illinois Em- ployment and Training Centers and all Internet users. If this site fits the criteria of HB 3482, there would be quite nomi- nal additional costs to meet the job opportunities posting requirements of this bill and those costs could be charged to IDES' Federal administrative grants.
