Senate Sponsors: WALSH,T Short description: VEH CD-ELECTRONIC FILING Synopsis of Bill as introduced: Amends the Illinois Vehicle Code. Authorizes the Secretary of State to issue and process title and lien documents electronically. Authorizes the Secretary to accept electronic signatures and utilize an electronic payment system for required fees and taxes. Authorizes the Secretary to enter into agreements providing for electronic filing. Authorizes the Secretary to adopt rules to implement the new provisions. Effective January 1, 2001. FISCAL NOTE (Department of Transportation) There will be no fiscal impact on this Department. HOUSE AMENDMENT NO. 1. Amends the Illinois Vehicle Code. Provides that any forms, records, electronic records, and methods of electronic payment relating to the filing and payment of taxes must be prescribed by the Department of Revenue. Provides that the submitter of an electronic submittal need certify the truthfulness of the data submitted only to the extent of the submitter's best knowledge. Provides that upon request of a lienholder submitter, the Secretary of State shall provide electronic notification to the lienholder submitter to verify the notation and perfection of the lienholder's security interest in a vehicle for which the certificate of title is an electronic record. Establishes procedures for the Secretary to follow when receiving electronic notice from a lienholder with a security interest in a vehicle for which the certificate of title is an electronic record that the lien should be released.
