Senate Sponsors: MOLARO-LIGHTFORD Short description: LIBRARY SYS-GRANT CHANGES Synopsis of Bill as introduced: Amends the Illinois Library System Act. In awarding annual equalized grants to public libraries for which a tax of at least .13% is levied, requires that the library tax produce less than $10 revenue per capita, rather than $4.25 per capita. Also requires that at least 10% of the population in the library's territory has a personal income at or below the poverty level. Changes the formula for calculating the annual grant amount. Specifies that a grant recipient that was disqualified from future grants by the reduction of its tax levy regains eligibility when its levy is increased to or exceeds its original rate. Increases the amount of school library grants from $0.75 per student to $1.25 per student. Effective immediately. HOUSE AMENDMENT NO. 1. Changes from $10 to $7.50 the maximum per capita revenue an annual equalized grant recipient's library tax may produce. Changes from $4.25 to $7.50 the maximum per capita revenue an annual equalized grant recipient's library tax may produce when the recipient is subject to the Property Tax Extension Limitation Law in the Property Tax Code, and removes the prohibition against such a recipient receiving further grants if it reduces its levy below the rate levied when its original application was approved. FISCAL NOTE, H-AM 1 (Secretary of State) This legislation would require an additional appropriation of $1.8 million for the Office of Secretary of State, and is included in the FY 2001 budget request. FISCAL NOTE, H-AM 1 (Department of Revenue) The Department of Revenue does not have authority under the Library System Act, nor does the Department pay or administer the library grants of issue within the bill. Therefore, the Department of Revenue is not the proper agency to fulfill the fiscal note request.
