Senate Sponsors: MYERS,J-HAWKINSON Short description: H ED-MENINGITIS VACCINE INFO Synopsis of Bill as introduced: Amends various Acts relating to the governance of the public universities in Illinois. Requires any university facility that delivers health services to university students to offer meningitis vaccines and to keep the vaccine in stock. Provides that at the beginning of each academic year, the university shall inform each of its students and the student's parents or guardian about meningitis, its transmission, and the number of meningitis cases reported at the university in the previous academic year. Effective July 1, 2000. HOUSE AMENDMENT NO. 1. Replaces everything after the enacting clause. Amends various Acts relating to the governance of the public universities in Illinois. Provides that at the beginning of each academic year, the university shall inform each of its students and the student's parents or guardian about meningitis and its transmission. Requires the University to recommend meningitis vaccination and, for those students deciding not to be vaccinated, to obtain a signed waiver indicating the student's receipt of the information provided and the student's rejection of the recommended vaccination. Requires any university facility that delivers health services to university students to offer meningitis vaccines. Effective July 1, 2000. FISCAL NOTE (Board of Higher Education) While it is not possible to predict the exact number of people who would choose to take the vaccination, it is possible to predict the costs related to a certain number of persons. Public universities report that the estimated cost of a single meningitis vaccination ranges from $60 to $85. If 10% of the 194,235 students enrolled in public universities in fall 1999 chose to take the vaccination and there was no required student co-payment, the cost to public universities would range between $1.2 and $1.7 million. HOUSE AMENDMENT NO. 2. Requires the meningitis information to be provided to a university's incoming freshmen and transfer students (instead of to all of its students) and to be provided at the beginning of each semester (instead of each academic year). HOUSE AMENDMENT NO. 3. Deletes everything after the enacting clause. Amends various Acts relating to the governance of the public universities in Illinois. Requires a public university to include in the information it provides to its incoming freshmen and transfer students information about meningitis, its transmission, a college student's increased risk of contracting meningitis, and the meningitis vaccine. Requires the university to make the meningitis vaccine available to its students, subject to availability of the vaccine. Effective July 1, 2000.
