Changes a caption to a Section concerning the unbundling of electricity delivery services. HOUSE AMENDMENT NO. 1. Replaces the substance of the bill. Amends the Public Utilities Act. Provides that the Commerce Commission may not issue a final order regarding additional unbundling of electrical delivery services before January 1, 2003. Effective immediately.
