Short description: 
JUV CT-MINORS RIGHT-DELNQUNCY                                              

Synopsis of Bill as introduced:
        Amends  the  Juvenile  Court  Act  of  1987.   Provides  that  in      
   delinquency proceedings, minors have  all  the  procedural  rights  of      
   adults  in criminal proceedings, unless specifically precluded by laws      
   that enhance the protection of the minors. Requires the minor to be         
   represented by counsel and to have the right to be present, to be           
   heard, to present evidence material to the proceedings, to                  
   cross-examine witnesses, and to examine pertinent court files and re-       
   cords. Provides that a confession, statement, or admission may not be       
   introduced against a minor under 10 on the allegations of a delin-          
   quency petition. Provides that there is a reebuttable presumption that      
   a confession, statement, or admission made by a child at least 10 but       
   under 15 years of age is inadmissible. Effective immediately.
