SCH CD-SPEC CERTIFICATE-EXEMPT                                             

Synopsis of Bill as introduced:
        Amends the School Code.  Exempts all persons  holding  a  special      
   certificate  with  a  special education endorsement from provisions of      
   the School Code concerning preschool  educational  programs,  provided      
   these  persons meet all the other requirements for teaching. Effective      
   immediately.
