BUDGET IMPLEMENTATION-FY2000                                               

Synopsis of Bill as introduced:
        Creates the FY2000 Budget Implementation Act.  Provides that  the      
   purpose  of  the Act is to make the changes in State programs that are      
   necessary to implement the Governor's FY2000  budget  recommendations.      
   Effective immediately.                                                      
        SENATE AMENDMENT NO. 1. (Senate recedes May 27, 1999)                  
        Changes effective date to July 1, 1999.

        Deletes everything.  Amends  the  Civil  Administrative  Code  of      
   Illinois.    Transfers  the Illinois Main Street Program and the State      
   Data Center to the  Department  of  Commerce  and  Community  Affairs.      
   Amends the State Finance Act, the Liquor Control Act of 1934, and the       
   Alcoholism and Other Drug Abuse and  Dependency  Act  to  provide  for      
   transfers  from  GRF  (rather  than the Dram Shop Fund) into the Youth      
   Alcoholism and Substance Abuse Prevention Fund.  Provides for one-time      
   transfers from GRF into the Motor Vehicle License Plate Fund  and  the      
   Fund for Illinois' Future.  Provides for monthly transfers from GRF to      
   various funds for certain payments required under the Horse Racing Act      
   of  1975.  Amends the Public Radio and Television Grant Act to put the      
   the program under the administration of  the  Illinois  Arts  Council.      
   Amends  the  Illinois  Vehicle  Code.  For holders of the Purple Heart      
   license plate, specifies the  vehicle  registration  fee  for  certain      
   senior  citizens and disabled persons. Amends the Civil Administrative      
   Code of Illinois, the Military Code of Illinois, the Office  of  Banks      
   and Real Estate Act, the Illinois Emergency Management Agency Act, and      
   the  Environmental  Protection  Act.    Provides  that the salaries of      
   certain directors and assistant directors  shall  be  as  set  by  the      
   Governor from time to time or as set by the Compensation Review Board,      
   whichever  is greater.  Limits the salaries set by the Governor to 85%      
   of the Governor's salary.  Amends  the  Wireless  Emergency  Telephone      
   Safety  Act  (91HB1383)  to  allow  DCMS  to reimburse itself from the      
   Wireless Service Emergency Fund and the Wireless Carrier Reimbursement      
   Fund.  Effective immediately, except that Section 30 takes  effect  no      
   earlier than the effective date of House Bill 1383 of the 91st General      
   Assembly.
