For holders of the Purple Heart license plate, specifies the vehicle registration fee for certain senior citizens and disabled persons. Amends the Civil Administrative Code of Illinois, the Military Code of Illinois, the Office of Banks and Real Estate Act, the Illinois Emergency Management Agency Act, and the Environmental Protection Act. Provides that the salaries of certain directors and assistant directors shall be as set by the Governor from time to time or as set by the Compensation Review Board, whichever is greater. Limits the salaries set by the Governor to 85% of the Governor's salary. Amends the Wireless Emergency Telephone Safety Act (91HB1383) to allow DCMS to reimburse itself from the Wireless Service Emergency Fund and the Wireless Carrier Reimbursement Fund. Effective immediately, except that Section 30 takes effect no earlier than the effective date of House Bill 1383 of the 91st General Assembly.
