ST FUNDS-APPROPS REQUIRED                                                  

Synopsis of Bill as introduced:
        Amends the Civil Administrative Code of Illinois.  Prohibits  the      
   expenditure  of  State  funds without appropriations beginning July 1,      
   2000, except as provided by law.                                            
          STATE DEBT NOTE (Economic and Fiscal Commission)                     
          HB2781 will not affect the level of State indebtedness.              
          FISCAL NOTE (Bureau of the Budget)                                   
          HB 2781 does not require the expenditure of funds by the State       
          nor does it change the revenues of the State.
