Short description: 
DRYCLEANER ENV RESPONSE FUND                                               

Synopsis of Bill as introduced:
        Amends the Drycleaner  Environmental  Response  Trust  Fund  Act.      
   Eliminates  obsolete  provisions relating to start-up funding from the      
   General Revenue Fund.  Establishes the operational date  for  applying      
   for  and  receiving  program  benefits  as  January  1, 2000.  Changes      
   various deadlines within the program. Provides that, upon  request  by      
   the Auditor General, the Drycleaner Environmental Response Trust Fund       
   Council (formerly the Environmental Protection Agency) shall retain a       
   firm of certified public accountants to examine and audit the Council.      
   Extends the repeal of the drycleaning facility license and the              
   drycleaning solvent tax from July 1, 2007 to January 1, 2010.               
   Effective immediately.                                                      
        HOUSE AMENDMENT NO. 1.                                                 
        Deletes everything. Reinserts the provisions of the bill as            
   introduced, but establishes July 1, 1999 as the operational date for        
   applying for and receiving program benefits. Changes various dates to       
   reflect the change in the operational date. Changes various deadlines       
   within the program. Provides that, upon request by the Auditor Gener-       
   al, the Drycleaner Environmental Response Trust Fund Council (for-          
   merly the Environmental Protection Agency) shall retain a firm of           
   certified public accountants to examine and audit the Council. Ex-          
   tends the repeal fo the drycleaning facility license and the                
   drycleaning solvent tax from July 1, 2007 to January 1, 2010. Effec-        
   tive immediately.                                                           
          FISCAL NOTE, H-AM 1 (Environmental Protection Agency)                
          EPA estimates no additional costs.                                   
        SENATE AMENDMENT NO. 1.                                                
        Changes the dates before which application  for  remedial  action      
   account   benefits   must   be  submitted  to  the  Council  and  site      
   investigation to identify soil and groundwater contamination from  the      
   release  of  dry cleaning solvent must be completed from June 30, 2003      
   to June 30, 2004.
