House Sponsors: JOHNSON,TOM. Short description: PRISON REGULATION Synopsis of Bill as introduced: Amends the Unified Code of Corrections. Establishes restrictions on personal visits, phone calls, television watching, and recreational activities of inmates during their first 6 month of incarceration in Department facilities. Requires inmates to be tested 6 months after incarceration for HIV. Establishes restrictions on the personal property of inmates. Creates the Prison Oversight Commission. Creates the Office of the Executive Director to investigate administrative acts of the Department of Corrections that are contrary to law or policy. Amends the Freedom of Information Act. Permits the records of inmates of the Department of Corrections to be made available to probation officers, State's Attorneys, law enforcement officers, crime victims, and the court. Amends the Criminal Code of 1961. Provides that it is a Class 4 felony to use an alias or false identification card to gain access as a visitor to a Department of Corrections facility. Provides that a criminal offense committed in a penal institution or within 1,000 feet of a penal institution in furtherance of gang activity shall be enhanced one classification. Amends the Code of Criminal Procedure of 1963. Provides that it is prima facie evidence of a possession violation of the Cannabis Control Act or the Illinois Controlled Substances Act that an inmate tested positive for cannabis or a controlled substance.
