Senate Sponsors: SYVERSON Short description: DHS-FIRST YEAR AT HOME PROGRAM Synopsis of Bill as introduced: Amends the Illinois Public Aid Code. Provides that for a period of 12 months from the month of birth of a newborn infant, the Department of Human Services shall pay monthly to an eligible family an amount equal to 90% of the licensed day care home provider rate, minus any required co-payment, for one parent of the child to stay at home to care for the child during the child's first year rather than place the child in out-of-home care. Effective July 1, 1999. HOUSE AMENDMENT NO. 1. Deletes everything. Amends the Illinois Public Aid Code. Provides that the Department of Human Services shall, subject to a specific appropriation for this purpose, operate a First Year at Home Demonstration Program to provide funding for one parent of a newborn infant to stay at home to care for the child during the child's first year rather than place the child in out-of-home care. Sets time limits, payment limits, income eligibility limits, and certain prior work requirements for receiving assistance. Requires the Department to collect certain data on the Program and issue a report to the General Assembly. Provides that the Demonstration Program shall end on December 31, 2002.
