Grants a credit equal to 55% of the taxpayer's affordable housing assistance expenditures. Allows an excess credit to be carried forward and applied to the succeeding 10 years. Exempts from the Act's sunset requirements. Effective immediately. HOUSE AMENDMENT NO. 1.
