VEH CD-DELIVERY OF TITLE                                                   

Synopsis of Bill as introduced:
        Amends the Illinois Vehicle Code to provide that a certificate of      
   title shall be mailed or delivered (currently, mailed)  to  the  first      
   lien  holder  named  in  it  or,  if  none,  to  the owner.  Effective      
   immediately.
