Senate Sponsors: PARKER-CULLERTON-GEO-KARIS-LAUZEN-NOLAND Short description: INS HMOS-CANCER RESEARCH Synopsis of Bill as introduced: Amends the Illinois Insurance Code, Health Maintenance Organization Act, and Voluntary Health Services Plans Act. Provides that health benefit coverage under those Acts must include coverage for patient care provided pursuant to investigational cancer treatments. Repeals the coverage requirement January 1, 2003. Defines terms. Effective January 1, 2000. FISCAL NOTE (Department of Insurance) There will be a minimal fiscal impact. SENATE AMENDMENT NO. 1. Deletes reference to: 215 ILCS 125/5-3 215 ILCS 165/10 Deletes all substantive provisions. Provides only a Section cap- tion regarding insurance coverage for investigational cancer treat- ment. SENATE AMENDMENT NO. 2. Adds reference to: 20 ILCS 1405/56.3 new 215 ILCS 125/5-3 from Ch. 111 1/2, par. 1411.2 215 ILCS 165/10 from Ch. 32, par. 604 Replaces everything after the enacting clause. Requires accident and health insurance to include an offer for coverage for routine patient care of insureds participating in approved cancer research trials. Provides that the coverage may be limited to a $10,000 benefit per year. Requires the Department of Insurance to study the costs and benefits resulting from the required coverage and report to the General Assembly by March 1, 2003. Effective January 1, 2000. SENATE AMENDMENT NO. 3. Provides that an insurer must offer coverage for routine patient care in connection with cancer trials rather than that a policy must include that coverage.
