Short description: 
COMP PRIMARY MEDICAL CARE PROG                                             

Synopsis of Bill as introduced:
        Creates the  Comprehensive  Primary  Medical  Care  Program  Act.      
   Creates  a  grant program under which the Department of Human Services      
   shall fund the establishment and maintenance of medical  practices  to      
   serve medically underserved populations. To receive funds,                  
   a medical practice must be eligible to receive funding under                
   certain provisions of the federal Public Health Services Act or be a        
   public health department and must adjust fees in accordance with a          
   patient's income. The grant funds may be used to acquire sites,             
   expand an existing practice, purchase equipment, hire and train             
   staff, and develop practice networks. Effective immediately.                
          FISCAL NOTE (Department of Public Health)                            
          There would not be a direct fiscal impact on DPH; DPH currently      
          makes similar type grants under the Rural/Downstate Health Act.      
          Fiscal impact inquiry should be deferred to DHS, the agency          
          directed to create this new program.                                 
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that in order to be eligible for the grant,  the  entity      
   must serve a population that is uninsured as well as a population that      
   is  medically  underserved.  Defines  "uninsured population". Provides      
   that a permanent grant established under the Act continues until newly      
   created medical practices are eligible for and are receiving permanent      
   federal grant funding.
